Why is Verizon decreasing to activate the LTE Nexus 7?

Verizon wi-fi is dealing with a bit of backlash over one high-profile specialized blogger’s fight to activate a new Nexus 7 with LTE on its program. How can a company that has made the decision to execute by the FCC’s recommendations justify not starting this particular device?
